Actually they don't expect Tiger to be at 50% until next WWDC, think you copied down the wrong pie chart.

I believe Apple current see about 20%+ of folks using Tiger and 50%+ using Panther but I don't have that pie chart in front of me (watch the quicktime stream to see it).
