NSTextTable/NSDrawer bug?

I've found that it's impossible to insert a text table into an NSTextView using -[NSTextView orderFrontTablePanel:] if the text view is in a drawer. The table panel opens, but its controls are disabled and no table is inserted. This definitely isn't a bug in my code - I've reproduced it with a test app. Is this a known AppKit bug, and if so, does anyone have a workaround?
