What type of window for this?

I'm porting an application from Windows to Mac OS, and I'm trying to figure out the proper way to port one particular feature. In this application, every now and then, an event occurs that the user might be interested in being notified about. It's not something that needs immediate attention like you would use an alert or dialog for, but is just something the user might want to know.

In the Windows version, at this point, a small window comes up over the system tray and displays the information along with a link the user can click on to go to a web site that contains more detail. The window slides up from the task bar, stays up for about 10 seconds, then slides back down if the user doesn't click on the link. The window doesn't take focus away from the main application window, though, so the user can effectively ignore it if they want to.

Now, I could just pop up a utility window with the information, but I'm just curious if there's anything equivalent to this. (Or better yet, a more appropriate way to display the information to the user!) I remember in OS 9, there were small utility-like windows that had a yellow background that acted sort of like this. I used to always get one when I rebooted my machine and was on a new network. It would tell me that it couldn't find my usual printer, and it usually displayed before the Finder was done starting. It wasn't an alert, it was just a floating modeless window with some text in it, and if I didn't dismiss it, it would just go away after some set period of time (I think).

So is there anything like that in OS X or is there a better way to do the same thing?
