Non-activating panel problem

I tried sending this last night, but apparently it didn't go through...

In my application, I have an NSPanel, which I have set to be non- activating in IB. However, when I run the app, the panel is not non- activating. A click on the panel activates it, requiring another click to manipulate its data. This panel is designed to be used at the same time as the document, much like an inspector, so it is very important that it not require a click to focus it first. Does anyone have any insights as to why this might be happening?

The panel contains a TableView subclass, if that makes any difference.
