different CDs, same name = trouble?

I have two data CDs. Their contents are different but their names are the same.

If I insert the first CD, it mounts, and I can navigate its contents using the Finder. In other words, everything works as expected.

If I eject the first CD then insert the second, the second CD is immediately rejected. It doesn't even seem like a mount is being attempted. No amount of re-insertion seems to help.

If I then attempt to re-insert the first CD, it too is immediately rejected.

This kind of thing "just worked" in Mac OS 9 and its ancestors. The OS seemed to be able to handle multiple volumes with the same name without even breaking a sweat.

What to do?

Any insights appreciated.
