LaunchServices: LSFindApplicationForInfo worse results in 10.3 than in 10.1?

I'm seeing the following behavior which I find a bit problematic.

o On Mac OS X 10.1.5, if I launch an application from the /Applications folder, it's found later by LSFindApplicationForInfo.

If I moved it to ~/Desktop, and don't launch it, it's still seen by LSFindApplicationForInfo.

o On Mac OS X 10.3.8 and Mac OS X 10.3.6, if I launch an application from the /Applications folder, it's found later by LSFindApplicationForInfo.

If I moved it to ~/Desktop, and don't launch it, it's not seen by LSFindApplicationForInfo anymore.

Question:

Is LSFindApplicationForInfo deprecated in Mac OS X 10.3.x?
