IIRC iCal does its own thing.
Also IIRC Tiger might have something on those lines, but I sincerely
don't remember (so please don't send any lawyer ninja my way. Not after
what happened to the last ones).
So probably, Panther and before, letting the user choose is a good idea.

Well, it isn't Cocoa, but Java's java.util.Calendar class has a
first-day-of-week method that seems to be locale-dependent.
But is it so bad to let the user choose? I myself like to consider
that the week starts on Monday, and I set my preferences
appropriately. Let it be up to the user. That's what iCal does.
