SystemStatusBar question

How does Mail know when a iChat buddy is available? Any email from a buddy shows a green dot next to it when the buddy is online. Does iChat post a notification or does Mail constantly query the SystemStatusBar for changes to Menu items? I have searched through all Documentation and find nothing about this. Does anyone have a clue?
