Including a Classic application a resource

I am building a really simple app that creates custom application bundles to wrap flash projectors. The template is an application that has both an OS X and Classic (i.e carbon) launcher that finds the main projector and runs it. When I added the template as a resource the Classic application is no longer recognized as an executable. I have tried to add the classic application as a separate resource and then copying it into the MacOSClassic folder but that doesn't seem to work either. Any ideas?
