Is there an easy way to download the latest developer documentation?

Not yet...
(It's a known issue, though, so in this case there's no need to file an enhancement request.)

It won't help you now, of course but... Apple's "Working with XCode 2.0" page states that "...Xcode 2.0 will alert you when new documentation in the ADC Reference Library becomes available. When that happens, you are able to download the new documentation to your local disk, updating your local copy."
