Creating an admin account

I am writing a program that creates an administrator account in the netinfo domain with a random password I generate. I have no idea where to begin on how to create the account. Is niutil the only way to go? There doesn't seem to be any Cocoa APIs to do this. Does anyone have experience doing this or know of some good samples out there?
