I am not sure if this could be considered a 'bug' or a
'feature', but I find the behaviour a little annoying.

I believe this is likely by design.

To provide some context, dock icons in Mac OS X 10.0 couldn't be clicked in transparent regions. People found this difficult, so it was changed.
