where are my OS SDKs?

sorry if this is an obvious one...

I have just installed developer tools on a new machine, then upgraded to XCode 1.5. for some reason I have no options in the 'build against SDK' dropdown. just 'current OS'

I'm sure I have used the same install procedure with other machines and always had the ability to build back to 10.3.0

G5 DP 2.5 OS10.3.8.
