LSBackgroundOnly Cached?

If I set the value of LSUIElement in my apps plist to 1 and run it, it runs as background only. Just as I expected. However, if I quit it, then change the LSUIElement to 0 and launch the app again it is STILL launched in the background.

Is the value of LSUIElement cached somewhere in the system? And how can I prevent this?
