Generally speaking the "Use Default" ligature setting is intended to let the decision be left up to the font, which ought to be the right thing in most cases. One would think that a font intended to be monospaced would not have these ligatures enabled by default for ordinary layout, although they might be present for special-purpose use. However, it is not always clear why certain fonts have the settings that they actually do. In any case, you can certainly file a bug and let Apple engineers determine where the responsibility lies.
