Without speaking officially on behalf of the Tech Pubs delivery team:
(a) Developer feedback indicated that a monolithic download would be
acceptable.
(b) I think you underestimate the complexity of the task. There are
50-60,000 files in the documentation suite. There's simply no
sensible way to do incremental updates of that granularity for the
entire developer community -- especially if you want to maintain
indexes.
On the other hand, he overestimated the difficulty of installing
the update.
Double-click the downloaded disk image, double-click the installer
package,
then sit back and relax.
I had Xcode doc window open when I installed the documentation update
and it came up with a little sheet saying the the documentation
layout had changed, I clicked Ok and it updated itself nicely without
having to exit Xcode.
So far I am happy.
