It IS just for the benefit of Apple employees--IMHO the most important
people to be looking into bugs :)
As far as I know, there's no "public" bug lists that anyone can access.
However, it is also helpful if you know this # and can reference it in
your bug (either to add "weight" to it, or just be helpful in pointing
out a link or potential link to your issue.
Why do people post URLs like <rdar://1231234> in messages to
cocoa-dev? I thought regular folks didn't have access to other folks'
bug reports. Is it just for the benefit of Apple employees who might
be reading the list?
