Can't Choose Build Styles

I'm using Xcode 2.0 on 10.4.1.

I can't change the build style for anything. When I select something else, it still compiles using the Development style, and when I open the inspector again, the original build style (Developer) is still selected. This happens with all projects, no matter what build style. (I've tried duplicating both of the default styles and selecting those.)

It isn't even a matter of building, either. I go to the inspector for the project, choose "Deployment," close the inspector, open it back up, and it says "Development."

I've deleted the Xcode preferences, but it had no effect. Neither did re-installing the developer tools.
