I have scroll bars turned on, but they are not displaying. A shaded area is displayed where it should be, and I can use the arrows to move in the list, but the scroll arrows are not showing. Is this a bug, or am I forgetting to do something?

Do you have TinkerTool installed? If you have the "both arrows at both ends" option turned on, and if the combo box is small in height, there might not be enough room to display the arrows.
