Why, in the name of whatever?

I believe there is a number of ways to do that (like, by overriding mouseDown:, and probably much more easily--heck, there are applications which achieve this without wanting, generally Carbon ones), but from a POV of the user it is *B*A*D*: as a user, I wanna move any window I want to, active or not.
