Sure, you can do it. Apple has an SDK called the Power Manager DDK 1.0 Mac OS X
You can get it at: http://developer.apple.com/sdk/


It has some sample code and it is pretty easy to use, but I wouldn't recommend it since a powerbook / ibook user cannot run their computer with the lid closed.
