Sorry, I should have written that I solved this problem. I hadn't understood the purpose of the INSTALL_PATH attribute for Frameworks, which I now see indicates where the runtime will look for the framework, not where the compiler will place the framework.

Don't make it an embedded framework, and use an installer to send your framework to /Library/Frameworks. I don't think it's possible to have an embedded framework be referenced by another application, unless you want to embed it in both.

What I meant is that I wanted it embedded in both.
