No.

10.4.3 is a maintenance upgrade, and contains bug fixes and performance enhancements. Many people who filed bugs for Tiger GM through 10.4.2 should find that the bugs are fixed in 10.4.3...

If you notice what appears to be a regression with the new release, *please file a bug* (<http://bugreport.apple.com/>), *sooner rather than later*. If you can include a simple, reproducible, test case, that will help the engineers diagnose and then fix the problem.
