Memory not being freed

I have a program that downloads files and for each 400 or 500 k part of the file it receives about 100 megs of ram vanish. I cannot figure out what would cause this. Second, once the download is finished, I release the download stream and then the downloader itself and yet the memory does not get reclaimed. Any idea what I might be doing?
