compile Problems with XCode 2.2

I am getting the following error when building any app in ver 2.2 after installing on a new machine.

can't locate file for: -ISystemStubs
Command /usr/bin/gcc-4.0 failed with exit code 1

Not sure what is happening here and I hope that its fixable as I am currently away from my installs and low bandwidth connection.
