Mouse click mask how?

I have a 1bpp mask image that I want to use to mask out mouse clicks on my UI.
Is there any simple way to load this mask image and then get the pixel at a point?
I need this to work in 10.3.9 and later and do not want to use QuickDraw to do this.
I am having difficulty searching for information on the topic.
