Not as much. If there is no nib menubar, then OS X will automatically
give the process a menubar. This menu bar is the default carbon one.
And I'm guessing in 10.4.3 or whatever, this carbon menu bar doesn't
have a cocoa one created for it automatically. Granted, there is
nothing but the app name in this menu bar.

application is all that uncommon. It certainly shouldn't require
expert (it is past midnight for me, so this doesn't make it 3 times
in one day) status to do it.
