Not as much. If there is no nib menubar, then OS X will automatically give the process a menubar. This menu bar is the default carbon one. And I'm guessing in 10.4.3 or whatever, this carbon menu bar doesn't have a cocoa one created for it automatically. Granted, there is nothing but the app name in this menu bar.
