how can i disable the "Special Characters" menu item

is it possible to disable the "Special Characters" menu item? i realize the user can bring up the palette other ways, but during a part of my app, i'd like the menu item to be disabled.

note it does not appear to be passed to validateMenuItem for my NSTextView.

also note, i am able to change its keyboard shortcut (with my code). i find the menu item by getting the last menu item of the edit menu. is this a reliable way to find this menu item?
