Actually, you need to determine what the individual user's
preferences for 12/24 hour clock are since the user can set this
option in the Date and Time System Preferences panel regardless of
what the default is for the locale.

The option for the 12/24 hour clock in Date & Time System Preferences
panel changes when the locale is changed. Because of that I believe
that an application should read the 12/24 hour default from the
locale rather than the Date & Time System Preferences panel.
I think that this is a judgement call for each application developer
because, as far as I can tell, this is not clearly documented. When
searching the list archives I noticed a number of posts trying to
determine how to detect 24 hour defaults.
Also, I believe that under 10.3.x NSTimeFormatString was updated and
maintained in NSGlobalDomain, but it is not under 10.4.x.
