Cursor tracking in non-focused text view

I have a rich-text-enabled text view with links and attachments; if the
view has the focus, the cursor correctly changes to a pointing hand over
a link, and to an arrow over pictures. (I didn't have to do anything
for this.)
However, if the view doesn't have the focus, because, say, another text
field in the same window has it, then the cursor changes to an I-beam
over the entire text view, including links and attachments. What am I
missing?
(In a mail composition window in Mail.app it works correctly: put the
focus to the Subject field, and cursor tracking still works for links
and pictures in the message body.)
