Having spent a lot of time writing Automator actions with AppleScript in the last month, I can say that this would be very confusing for a "scripter". And scripting using AppleScript is already something of a black art, so consistency is a great virtue. If I have a concept of a multi-document application and I can't "tell" a document, it would seem very strange that I have to add it as a parameter only when I have multiple documents open.
