Arrange in Front / Bring All to Front menu items

i've noticed that if i press the option key, the "Bring All to Front" menu item on the Window menu changes to "Arrange in Front". i created my app using the core data cocoa document template. i have not added this alternate menu item in my nib file.

so... where is it coming from? and as near as i can tell, the semantics are the same for both--is this correct? if the semantics are different, what are the semantics supposed to be for "Arrange in Front"? and lastly, if the semantics are the same, how can i stop this behavior?
