I'd like to take bodies of text and relate and rank them based on queries and each other. For example, if I have three bodies of text, two talking about Hurricane Katrina, and the third talking about a friend of mine named Katrina, and I search for "Katrina," I'd like to have the two hurricane articles "related" to each other, with the third body unrelated to either of them. So I'd have a "hurricane" group and a "non-hurricane" group. Can Spotlight help me do this?

Not directly. (Spotlight is not a mind-reader.) I'm not going to say that it'd be impossible, but it'll take a lot of smarts to do.
