It is quite possible. As far as I know, you should assume that all of
ApplicationServices requires a connection to the WindowServer. You
should not link against such a high-level framework if you wish to run
from the command-line (CoreFoundation, CoreServices, Foundation, etc
should be OK).

If you want a more in-depth answer about what might have changed
within CoreGraphics, you might get a better response on the quartz-dev
list.
