Does someone know of any 'meta language', which maps to Cocoa?

I'm not sure, if meta language is well defined. In fact, I'd like to
have a language which allows to describe certain algorithms in
a neutral way and finally map the spec to a specific language or
environment.

The idea is to write once at the meta level and map it to different
targets.
