Well, it's more of an Xcode question than a Cocoa question, but anyway...

Is there any way to add custom file templates to
Xcode's File->New selections?

Have a look around in /Library/Application Support/Apple/Developer Tools/File Templates/

I haven't found any documentation either, but it's pretty easy to just make a copy of one of the built in templates and tweak it to suit.
