As a personal opinion, I don't like them -- rather pointless no matter where I've seen them. On the other hand, they don't hurt anything at all, as long as the text they contain is still readable by the accessibility system.

It's the (kinda) same thing as when you read RSS feeds in Safari. I
read over the Apple UI Guidelines, and didn't see anything about this.
I see some programs use stuff similar to this. Obviously in the
example above it's useless. But, I guess I'm wondering when you think
it's ok to use stuff like the above, and when it isn't?
