Is packaging documentations alongside frameworks not in fashion any more?

no.

Is there an alternative way to discover where the documentation for a given class could be located?

it's under /Developer/ADC Reference Library/documentation/ <<Framework>>/Reference but even then it is a bit more spread out.

also, the specific location of a reference for a framework could change at any time when the documentation is pushed by TechPubs (typically every 5-6 weeks)
