Hi,
my Interface Builder is 2.5.3 also and I looked a bit into this. Please look at the inspector you have active, when you drag items from Menus Palette. If you see NSPopUpButton inspector (which is what you get if you just click on the popup), dragging fails, but if you doubleclick the popup, you'll see NSMenuItem inspector, and then you should be able to drag a new item form the palette into your popup at desired location.
