Send AppleEvent from System Prefs

I have a System Preference Pane that needs to communicate in both directions
with a faceless background Carbon app to do it's real work.

Since the Prefs panel is Cocoa (and has to be) and Cocoa has no way to send
an AppleEvent, what is the best way to do this?

Can I link to Carbon in my Cocoa app since it is really running as a plug in
for System Preferences?
