Garbage collection in 10.5

If this is under NDA fine but since I didn't sign anything I don't expect anybody to reveal any secrets to me. But if garbage collection is the new way forward just why is it necessary to wait for 10.5 since then ISV's will want to ship software that works on 10.4 and so it will have a slow adoption curve until 10.5 is widely adopted. similar to panther vs tiger. Not unlike ISV's who might rely on core data today perhaps.

Is it fundamentally impossible to provide a runtime compatible with 10.4 that offers garbage collection?
