Calling Cocoa from Carbon

I want to write a small library with a Cocoa user interface. I want the library to be possible
to use from Carbon as well as Cocoa. The interface uses a window and a menu.
How can I dispatch events to Cocoa from Carbon Apps? The library is primarily intended
to help debugging, but may be useful in release apps as well.
It is a window for setting resource limits for the app, and any tools it launches.
