Does it need to be in MainMenu.nib
That sounds like a good idea. Unless you want to have an inspector window for each document, keep it in MainMenu.nib, or another nib, that will have only one instance.

how do I move a window from one nib to another in IB?
Hold down the option key, and drag the window from one interface document to the next.
