cross dev SDKs on Tiger

has anyone had any success installing the 10.3 cross development SDK on Tiger?

XCode came with only 10.2.8 and 10.3.9 SDKs as well as the 10.4u. I have a 10.3 SDK installer from a previous version of XCode but it refuses to install on any Tiger system.

interestingly, I have another system which was upgraded to Tiger with the 10.3 SDK already installed. this one seems happy to build against 10.3.
