Can't you can read the info.plist as a dictionary, modify it, and
write it manually ?

No, you can not assume write access.
Why this is so and not like the documentation says about
NSSpellServer registerLanguage:byVendor: ("Registering a language-
vendor combination causes it to appear in the Spelling Panel’s pop-
up list of spelling checkers.") is beyond me.
