the 'keychain overview' on the apple dev site makes mention of 'secure

anybody have any idea how to set up and use one of these items? it seems
like a theoretically quite easy way to keep a file protected from the
average user without having to tackle on-the-fly file encryption.

Don't know if there is an API for this, but the User Interface for it is in the KeyChain Access app, under the File menu - 'New Secure Note...'
