ugh. file a bug report .. that's ugly. I tried putting a segmented
control in the content view of the window and the same thing happens
there, too. (which surprised me)
My offhand guess is that it's using the metrics of the normal aqua
control even though it's drawing it using appearance of the metal
version of the control. (I believe the metal version of that control
is a pixel or two taller.)
I believe it is supposed to be using the metal appearance in the
toolbar, but it ought to use metal metrics as well in that case. In
the content area I think it should be using the normal aqua
appearance, but it's not. Double yuck.
