About box appearing below utility panels

My application's about box (a custom panel in the
MainMenu nib) shows up in front of my document windows
but below my apps utility panels when shown. Is there
a way to adjust the window level in IB, as used to be
the case in previous frameworks I've used (like
PowerPlant's Constructor)?
