Drag and Drop while Application Modal Window is active

I have an NSView that accepts images dragged from other apps, iPhoto, Finder, etc.

It works fine but it when i have an ApplicationModal or DocumentModal window
open then I would like it to NOT accept dropped images.


Is this a bug or am I doing something wrong? What is the simplest way of knowing
that a modal window is open elsewhere in the app and then refusing the drop?
Do I have to do it within draggingEntered or is there some other setting I've missed?
