I believe that what you're referring to is not a textured window, but what they call a "unified toolbar". (You do mean Xcode and not Project Builder, right?). It's available as an option for any window through Interface Builder, but that option does nothing unless you give your window a toolbar.


Quicktime is still using the old-fashioned "textured window" options. Not sure about iTunes. The iApps seem to have their own special UI conventions and Apple doesn't feel the need to follow the HIG for those.
